The mandate of the Commission on Immigration, Employment and Housing (CIEL) was presented at a press conference on September 17, 2021. For the commissioners, meeting such a challenge in the context of the COVID-19 pandemic, where their work was confronted with phases of health restrictions, inability to meet in person and various limitations, proved to be quite acceptable under the circumstances.
In developing their recommendations, the commissioners attempted to ensure an approach that would allow for a common and shared understanding of the efforts that will need to be made to achieve a healthy integration of citizens, families and stakeholders on the ground.
In addition to their assigned fact-finding mission, the commission had to meet the challenge of transforming a popular discourse frequently heard in the city into a document outlining the concerns expressed by citizens and proposing solutions to help the community make progress on four major issues: immigration, employment, housing, and social acceptance.
