For the commissioners, meeting such a challenge in the context of the COVID-19 pandemic, where their work was confronted with phases of health restrictions, inability to meet in person and various limitations, proved to be quite acceptable under the circumstances. <\/p><p>In developing their recommendations, the commissioners attempted to ensure an approach that would allow for a common and shared understanding of the efforts that will need to be made to achieve a healthy integration of citizens, families and stakeholders on the ground.<\/p><p>In addition to their assigned fact-finding mission, the commission had to meet the challenge of transforming a popular discourse frequently heard in the city into a document outlining the concerns expressed by citizens and proposing solutions to help the community make progress on four major issues: immigration, employment, housing, and social acceptance.
